I researched circa-1994 Wells Cargo trailers but I could not find any confirmed specs for the particular door latch they used on their various sizes of trailers. Most do use a flush-mount latch like Redline # L3980 and # L1883. You'll need to remove the old latch and measure the opening to find the correct replacement latch.

I checked the NADA Guide for details on your travel trailer model RBC26. The nearest model number designation I found was the Gulf Stream Ultra Lite Series 29-foot travel trailer model M-26CRB. What type of latch do you have on your tack room door? If it is a cam door style lock like the Lock Side-Door Bar Lock Assembly part # 305736 then you can use something like the Global Link Vise Lock for Cam-Action Door Latch part # 295-000025.

Based on your image it looks like you only need a Replacement Handle Assembly # PLR158-100-SS welded onto the cam lock that you already have.

Since trailer makers do not keep track of smaller parts like door latches you will want to measure the size of the openings for your latches since this will be the most important factor in selecting replacements. This particular Paddle Handle Locking Latch measures 5-1/2 x 4-1/4-inches and fits into a door opening of 4-5/8 x 3-3/8-inches.

I was able to find photos of many styles of older Circle J horse trailers and most do seem to use a flush door lock like # L1833 which fits into a 2-3/4 x 3-3/4-inch hole in a door up to 7/8-inches thick. The lock you referenced, part # L3980, fits a larger 3-3/8 x 4-5/8-inch opening in a door up to 1-1/16-inches thick.

After doing some research on Horton trailers, it looks like most of their enclosed trailers use cam-door style lock like part # 383200. While we do not have the ability to pull part numbers from OEM build sheets, from images online it appears similar to # PLR5115. The measurement on this option is 5-1/2" by 4-1/4" requires a cutout of approximately 4-5/8" by 3-3/8". I suggest you compare this to the measurements of your trailer.
Another option is the Global Link RV Entry Door Locking Latch Kit, # 295-000019 that fits doors 1-1/4" to 1-1/2" thick with a cutout that is between 2-1/2" to 3" wide x 3-1/2" to 4" tall.
